Mississippi's Senate has now voted to ban sweepstakes casinos twice, in back-to-back years, by the same unanimous 52-0 margin both times. And twice, SB 2104 has died in the House Gaming Committee without ever reaching a floor vote there. A chamber that agrees completely, blocked by the other chamber, two years straight, is an unusual pattern - and it means Mississippi has no sweepstakes-specific ban on its books today.
That is not the same as the state treating these sites as lawful. On June 17, 2025 the Mississippi Gaming Commission published a notice that it had issued cease-and-desist letters to online gambling sites operating illegally in the state, saying its laws "are clear that casino style gaming and sports wagering are not allowed online in Mississippi, outside of a licensed casino" and that "there are no legal exceptions for online sports books or so-called sweepstakes casinos." The notice says the Commission is providing criminal case files to state and federal law enforcement and requesting prosecution, and it cautions players directly: anyone engaging with such a site "could be subject to criminal prosecution and forfeiture of money deposited with the site." Chumba Casino was among the recipients, and VGW wound Sweeps Coins out of Mississippi that summer - collection stopped July 31, 2025, play stopped August 14, and redemptions closed in September.
So the honest position is a contested one. The legislature has not passed a ban; the regulator's published view is that it does not need to. We classify Mississippi as restricted rather than open for that reason, and nothing below should be read as a view that the Commission is wrong. | That's a specific, repeatable legislative bottleneck rather than a fading issue, and it's exactly the kind of pattern that tends to resolve eventually, usually through committee leadership change or outside pressure, rather than simply disappearing. |
One plausible reason for the House Gaming Committee's resistance, though this is our read rather than a confirmed legislative record: Mississippi already runs one of the larger commercial casino industries in the country, concentrated on the Gulf Coast and in Tunica, and that industry has a direct financial interest in seeing an unlicensed, untaxed competitor shut down. A unanimous Senate paired with a stalled House Gaming Committee is at least consistent with a committee closer to that industry's lobbying than the floor as a whole.
