Virginia ran a near-identical fight in 2026: HB 161 and SB 118 would have legalized iGaming while banning sweepstakes casinos, and both were rejected by the opposite chamber in March, sent to conference, then left unresolved when the session ended. Massachusetts and Virginia landed in the same place - sweepstakes casinos still legal - by nearly the same legislative route.
