What actually happened with Illinois' cease-and-desist campaign?
The Illinois Gaming Board, working with the state Attorney General's office, dated the letters February 4, 2026 and announced the campaign the following day, describing "more than 60" of them. They argue that any dual-currency, cash-redeemable platform is running an illegal online casino under Illinois' existing criminal code. The figure of 65 that circulates in trade coverage does not come from the board's own wording. By early April 2026, iGamingFuture put non-compliance at 97%, a figure we have not independently reproduced. No statute change forced their hand, because none had passed yet; Illinois was relying on an enforcement letter, not a new ban, and most of the industry treated the letter as exactly that: a letter, not a court order.
Why did Blazesoft pull out when almost nobody else did?
Blazesoft - the group behind Zula Casino, Sportzino, and Fortune Wins - ended Sweeps Coin play for Illinois accounts across its brands, with cutoff notices reportedly going out to players in June 2026, though the exact date was never published by the operator. Two pending class-action lawsuits against the group over its dual-currency model may have shaped that decision as much as the state's letter did - that's our read, not a confirmed fact. Stake.us used to be on that list and no longer is. Both of its live help-centre articles name Illinois among the states it cannot accommodate, and the longer of the two has done so since at least May 19, 2026; our own record was the thing that was out of date, and we corrected it on September 14, 2026. No Illinois cease-and-desist letter turned up for Stake.us under any of the seven spellings we tried, so whatever prompted the move, it does not appear to have been a letter from the board. Could Illinois pass an actual ban?
Possibly, and soon-ish. SB 1705 would redefine illegal gambling devices under Illinois law in a way that closes the ambiguity the industry is currently operating in. It's carried over from the 2025 session with no vote scheduled as of this writing, but Illinois hasn't shown any sign of backing off enforcement in the meantime - a passed SB 1705 would likely shrink the "still accessible" list fast.
How does Illinois' situation compare to Arizona's cease-and-desist campaign?
Similar tool, different result so far. Arizona's Department of Gaming has run four enforcement waves since 2025 and pushed out well-known brands including Chumba Casino, Stake.us, and High 5 Casino. Illinois sent one large wave - more than 60 letters in a single day - and got a reported 97% non-compliance rate in return, notably higher than the compliance either Arizona or West Virginia has achieved over a similar timeframe. The difference likely comes down to scale and precedent: Arizona built its campaign in stages over more than a year, while Illinois tried to clear the market in one action and found most of the industry willing to call that bluff, at least until Blazesoft didn't.
