Which states limit you to Gold Coins only?

Three things fall out of that table, and none of them is what the marketing implies.
Maine and New Jersey are Gold-Coin-only at all four. Both banned the category outright, and all four groups answered the same way: keep the free tier running, switch off the redeemable one. In either state a working login is now the norm rather than an oversight.
Four Gold-Coin-only states have no ban statute in force. Illinois, Maryland, Mississippi and West Virginia all sit in the restricted tier on our own state map, yet each appears on at least one operator's Gold-Coin-only list. Mississippi's Gaming Commission and Illinois' Gaming Board have both moved against the category without a law behind them, and Maryland's ban bill died in committee. What these lists track is an operator's risk appetite, not a statute book.
Idaho is blocked more often than it is Gold-Coin-only. Idaho's constitution bars Sweeps Coin redemption, so the redeemable layer is gone there whatever a brand does - but only VGW keeps Idaho open for free play.
