TurboStakes State Ban: Sweeps Coins Under 100 SC Forfeited

If TurboStakes adds your state to its excluded list, every Sweepstake Coin in your account below its 100-coin redemption minimum is forfeited that same day, and coins that already cleared the minimum get 30 calendar days to cash out before they go too. That is the most detailed state-exit rule we have read at any sweepstakes casino, and it is written down in advance rather than announced after the fact.

The clause sits in a section of the Terms and Conditions headed "Jurisdictional Withdrawal and Account Wind-Down". We read it on August 27, 2026 in version 2.6 of the terms, dated August 19, alongside version 2.4 of the Sweeps Rules, dated July 2. The terms name the operator as Milky Way Entertainment LLC of 30 N Gould St #53068, Sheridan, WY 82801.

Most operators handle a state exit by announcement, on terms nobody could read in advance. The four VGW wind-downs we documented had no published rule behind any of them. This one wrote the machinery down first. That is better practice than the industry norm, and the machinery is harsh.

What happens to your Sweeps Coins if TurboStakes leaves your state?

Three outcomes, and which one you get depends on where your balance sat on the day the exit took effect. The terms call that day the Withdrawal Effective Date.

The first row is the one that catches ordinary players. The rule reads: Sweepstake Coins that "have not satisfied the minimum redemption threshold, applicable playthrough requirements, and all other conditions to redemption as of the Withdrawal Effective Date shall be forfeited and shall cease to be eligible for redemption."

The second row is the concession. Coins that had already met every condition "shall remain eligible for submission of a redemption request for a period of thirty (30) calendar days following the Withdrawal Effective Date (the 'Redemption Wind-Down Period')", subject to finishing identity checks inside that window.

The third row swallows the other two. Where paying a prize into the affected state would, in the company's "reasonable determination", be "prohibited, restricted, or otherwise impermissible under applicable law", or "would expose the Company to material regulatory, legal, or reputational risk", then "no redemption and no Redemption Wind-Down Period shall apply, and all Sweepstake Coins in an affected User's Account shall be forfeited in full without any cash redemption or other compensation". A ban is exactly the circumstance in which a company reaches for that sentence.

What makes the first row final is the clause immediately above it. From the Withdrawal Effective Date, affected users may not "(i) acquire, purchase, or receive additional Gold Coins or Sweepstake Coins, (ii) participate in any Game or Promotion, (iii) submit any new Mail-in Request Cards or other Alternative Method of Entry requests", and the account "will be maintained in redemption-only (read-only) mode", where "the submission of a redemption request for eligible Sweepstake Coins is the only action available." So there is no topping up to 100 after the date, by play or by post. Whatever you are short of the minimum at 12:01 a.m., you stay short of, and the free mail-in route closes on the same clock as the paid one.

Gold Coins get no protection either. Refunds are discretionary, cover only purchases made in the 30 days before the exit, and are "expressly conditioned upon the User's release of any and all claims relating to the Withdrawal." What is the TurboStakes redemption minimum?

At TurboStakes, 100 is the floor for any cash request at all. The Sweeps Rules say you "must accumulate a minimum of 100 (one hundred) eligible Sweepstake Coins eligible to be redeemed in order to submit a request for a cash prize", and only coins won through gameplay count, not coins collected free. Payouts are capped at $500 a day and $5,000 a month, and in Florida the maximum prize is $4,999. So the forfeiture rule is not aimed at dormant accounts. It is aimed at every player who is partway to a cash-out on the day the notice lands, and 100 coins with a playthrough attached is far enough up the ladder that being partway is the ordinary position. Which states does TurboStakes exclude?

Twice already, and the dates are in the document. It designated Indiana an excluded jurisdiction from 12:01 a.m. Eastern on July 1, 2026 and Maine from 12:01 a.m. Eastern on July 14, 2026. The terms record that the wind-down expired at 11:59 p.m. Eastern on July 31 for Indiana players and on August 13 for Maine players. Both windows are shut.

The terms add that an exit "shall not constitute an admission or concession by the Company that the Platform, any Service, or any prior activity was unlawful in, or ever operated unlawfully within, any such jurisdiction."

The excluded list names 20 jurisdictions, and it is worth having them in front of you rather than as a number: Arizona, California, Connecticut, Delaware, Idaho, Louisiana, Michigan, Mississippi, Montana, Nevada, New Jersey, New York, Washington, Maryland, Minnesota, Tennessee, West Virginia, Washington D.C., Indiana and Maine. The definition is open-ended, not a ceiling. It reads "including but not limited to", the terms say the list "is maintained in the Legal Documentation as amended from time to time", and the company reserves the right to add a jurisdiction "at any time and in its sole and absolute discretion, with or without prior notice". Twenty is what it names today, not what it is capped at.

Oklahoma is not on it. The word does not appear in either document. Oklahoma's ban, Senate Bill 1589, says at section 2 that "this act shall become effective November 1, 2026", we read the enrolled text in full when it passed, and our November 1 countdown for Oklahoma players sets out what the statute reaches. Do other sweepstakes casinos publish a state-exit rule?

Mostly not. We re-read four established rulebooks today and none contains a wind-down section, a withdrawal effective date or a redemption window: Fortune Wins, High 5 Casino in both its sweepstakes rules and its terms, and Spree. Most of their forfeiture language is about individual accounts being suspended, closed or caught duplicating.

Two of them do have a sentence that would reach a state exit, though they never say so. High 5's terms of use say all Virtual Coins "may be forfeited if Your User Account is suspended or terminated for any reason, in Our sole and absolute discretion or if the Services are no longer available", and Spree's terms carry the same construction in the harder form: coins "are forfeited if your Customer Account is terminated or suspended for any reason ... or if the Services are no longer available." Pulling out of your state makes the Services no longer available to you. Neither document gives you a window, a threshold or a notice period to go with it, which is the difference TurboStakes is making: not that it is kinder, but that you can read the outcome before it happens.

The nearest comparison is Spinsly, whose rules say that if play becomes "prohibited, restricted, or impracticable" in a state, the sponsor "will be unable to issue or honour any outstanding or unredeemed Sweepstakes entries" and that "no alternative entries, compensation, or substitution will be provided." We covered that clause on August 16. It is one sentence where TurboStakes has a page, and it reaches the same place.

The practical benchmark is what operators have actually done. VGW's four state exits gave players between 14 and 57 days to cash out, with no published rule behind any of them. More recently, RealPrize and LoneStar ended Delaware Sweeps Coins on August 21, giving affected players until September 21 to get a redemption request in. TurboStakes has fixed 30 days for the players who qualify and zero for the players who do not.

What should you do if your state has a ban coming?

If you hold a balance at any sweepstakes casino in a state with a ban on the calendar, the rule of thumb this document argues for is simple: cross the redemption minimum before the date, not after it. Twelve operators still accepted Oklahoma players when we checked their rulebooks on August 12, and none of them has announced a wind-down.
