Fortune Wins Bars Oklahoma Redemptions, No Cash-Out Date

By SweepsPatrol News Desk · Automated research pipeline, editor spot-audited · Last verified OCT 27, 2026

Fortune Wins players in Oklahoma can no longer redeem FC under the operator's own rules: version 4.8 of its Sweeps Rules, dated October 27, 2026, puts Oklahoma outside its Sweepstakes Permitted Territory, where players "will not be eligible for redemption of FC", and sets no Oklahoma cash-out window.

Oklahoma's sweepstakes ban, SB 1589, takes effect on November 1. Several operators have set a date for Oklahoma players to wind down. Fortune Wins has not. It edited one definition, and that took Oklahoma out of the places where its redeemable coin, FC, can be cashed.

What did Fortune Wins change?

We fingerprint the Fortune Wins Sweeps Rules and diff each version against the one before. Version 4.7 was dated August 13, 2026. Version 4.8 is dated October 27. Most of the diff is typography: curly quotes became straight ones and some clause numbers gained or lost a full stop. Only one change affects players. Clause 1.1.9 now reads:

"The Sweepstakes Permitted Territory includes the United States (other than the states of Idaho, Michigan, New York, Washington, California, Louisiana, Oklahoma, Tennessee, Nevada, Delaware, Connecticut, Illinois, Maine, Indiana, New Jersey, and Montana), and Canada (other than the provinces of Ontario and Quebec)."

Version 4.7 had the same list without "Oklahoma", which made 15 excluded states. There are now 16. No other state changed.

Fortune Wins document Version and date States listed Oklahoma listed?
Sweeps Rules, clause 1.1.9 (no FC redemption) v4.7, August 13, 2026 15 No
Sweeps Rules, clause 1.1.9 (no FC redemption) v4.8, October 27, 2026 16 Yes
Terms & Conditions, Excluded Territory (no account) v4.8, July 31, 2026 5 No

Can Oklahoma players still cash out Fortune Wins FC?

As the rules are written, no. Clause 5.14 has not changed between versions:

"If you are not from a Sweepstakes Permitted Territory and have won and/or accumulated FC, you will not be eligible for redemption of FC."

Until today that clause did not apply to Oklahoma. Now it does, and it carries no date and no grace period. Clause 3.2.4 also limits free FC by mail to "Sweepstakes Permitted Territories", so the free mail-in route has closed for the state too.

On paper, signing up has not closed. Fortune Wins' Terms & Conditions, still version 4.8 dated July 31, 2026, define the "Excluded Territory" where you cannot hold an account as "Washington, California, New York, Michigan, and Idaho". Oklahoma is not on that list, and it doesn't appear anywhere in that document. That puts Oklahoma in the same position as the ten states our Fortune Wins review already flagged: the documents still let you register, buy Gold Coin packages that come with FC, and play, but under the Sweeps Rules you can't redeem anything.

We cannot tell you how Fortune Wins will treat an Oklahoma balance in practice. It may honour redemptions already submitted, or it may not. The rules don't say, and neither does anything else we could find. Our point is limited to what the document says, which is that an Oklahoma FC balance no longer meets its redemption condition.

Which other sweepstakes casinos have barred Oklahoma, and with what deadline?

Fortune Wins is the tenth of the 15 brands whose Oklahoma documents we track to move, and the latest. Like Spree and the B-Two Operations brands, it published no date for Oklahoma balances.

Casino What it did Date set for Oklahoma players
Spree Added Oklahoma to Prohibited Territories, Terms of Service v1.9 None published
McLuck, PlayFame, Hello Millions and SpinBlitz Barred Oklahoma in help-centre state lists on October 14 None published
High 5 Casino Notice in its Terms of Use Exit October 29, 2026
Modo Help-centre article Play and redemptions until November 1, 2026
Fortune Wins Added Oklahoma to clause 1.1.9, Sweeps Rules v4.8 None; clause 5.14 already bars redemption outside the territory

The statute itself is unambiguous on timing. Section 2 of the enrolled bill, which we pulled from the Legislature's server today, reads: "This act shall become effective November 1, 2026." The Legislature's bill history records the veto override in both chambers on May 14. Nothing in the Act required Fortune Wins to move before November 1. Choosing October 27 was the operator's decision. Our line-by-line read of SB 1589 explains what the law covers.

What should Oklahoma players with a Fortune Wins balance do?

  1. Submit any redemption you have now, and keep the confirmation. Read literally, clause 5.14 already makes an Oklahoma balance ineligible, so the request is how you find out whether Fortune Wins applies it to FC won before October 27. Clause 5.5 says "You may redeem a minimum of 5000 FC per day", and clause 4.4 values 100 FC at $1, so the smallest request is $50 (see redemption minimums and taxes). Our guide to cashing out Sweeps Coins covers payout methods.
  2. Contact support in writing and ask directly whether a balance held by an Oklahoma player before October 27 can be redeemed. A written answer is worth more than a chat transcript you cannot export.
  3. Get verification out of the way. Clause 5.6 lets Fortune Wins ask for identity, credit, banking and other documents before paying, and clause 6.1 says verification "may take up to one (1) month after receiving all requested documents and passing our KYC and legal review". See how account verification works.
  4. Stop buying Gold Coin packages. FC that comes with a purchase can't be redeemed from Oklahoma under the current text.

Clause 9.2 is the other clock. FC are valid "for 60 days from the date you last logged in" and then forfeited, and the clause promises an email to your registered address before that happens. Logging in resets it, so an Oklahoma balance you are disputing does not have to expire while you wait for an answer.

What does this change on SweepsPatrol?

This change made three of our own pages wrong. Our running tracker of Oklahoma operator documents and our Oklahoma state page both listed Fortune Wins as not excluding the state, and our Fortune Wins review counted 15 excluded states. We have corrected all three today. The Oklahoma page has never carried offers. To see where Fortune Wins and its rivals still operate, use the state-by-state legality matrix and our ranked list of tested sweepstakes casinos.

FAQ

Is Fortune Wins still available in Oklahoma?

Its Terms & Conditions still do not bar Oklahoma accounts, because they block signup in only five states and Oklahoma is not one of them. You can't redeem FC, because version 4.8 of the Sweeps Rules, dated October 27, 2026, excludes Oklahoma from the Sweepstakes Permitted Territory.

Did Fortune Wins give Oklahoma players a deadline?

Not in any document we could read. The rules contain no Oklahoma date, and clause 5.14 makes FC held outside the permitted territory ineligible for redemption.

When does Oklahoma's sweepstakes ban start?

November 1, 2026, according to Section 2 of the enrolled SB 1589.
