Storm.us Free Coins by Mail: No Address, 11 States Blocked

Storm.us publishes no mailing address for its free-entry route: its Sweeps Rules set out the card, the code and the envelope, then end at the line "Mailing address to be published on this page before the sweepstakes opens," and the site's own free-coins page stops at the same point. The same rulebook blocks 11 states and names neither Maine nor Indiana, where operating this model is already unlawful. Storm has not opened, but its launch giveaway has: the home page is taking free entries now for a draw of 10,000 Sweeps Coins across 200 winners. The one postal address these documents print in full is in San José, Costa Rica, for players who want to opt out of arbitration.

We read all seven pages Storm serves under its own Legal and Info menu on September 13, 2026, from the site that serves them. Storm.us is not on our ranked list of tested sweepstakes casinos, we have not put it through the redemption test and nothing below is a score. It is a report of what the operator's own documents say this morning.

The launch status matters for how you read the rest, so take it first. Sweepsy's new-casino tracker lists Storm.us as "Launching September 13, 2026". The operator does not agree: its countdown clock reads TBC in all four fields and its pre-registration meter reads "0 players in the draw". What is live is the sign-up: three steps to a draw of "200 winners drawn at random when the doors open", with prizes that "land straight in your Storm wallet", plus 50 extra entries per referred friend. So the documents below are not future paperwork. They are what you agree to today.

One disambiguation, because the names collide. Storm.us has nothing to do with Stormrush, one of the six sites run by A1 Development LLC of Wyoming. Storm's terms name the operator as 3-102-969184 LIMITADA, a Costa Rican limited liability company at San Rafael de Escazú, San José. That is a company registration number used as a trading name, with no separate brand entity behind it in the document.

Where do you mail a Storm.us free-entry card?

The alternative method of entry is the legal spine of the sweepstakes model. It is the route that lets an operator say no purchase is necessary, and in most rulebooks it is a named street address you can copy onto an envelope.

Storm's Sweeps Rules, headed "Dated: August 29, 2026 · Version: 1.1", set out the mail-in route in detail. A card must be:

1. 4 inches by 6 inches, unfolded, blank and unlined.
2. Handwritten in blue ink only, one card per stamped #10 envelope.
3. Marked with an 11-digit Postal Request Code that expires 45 days after it is displayed.
4. Posted from the same state as the verified residential address on the account.

Each valid card earns 3 Sweeps Coins. Then the destination:

The brand's own free-entry page repeats the instruction and stops at the same point. Step 3 reads "Put the card in a stamped #10 envelope, hand-addressed, with 'Sweeps Coin Request Card' and your return address on the outside. Post it from the state of the address on your account to:" and then moves straight to step 4. Further down, that page tells readers "The mailing address, full requirements and terms are published in the Sweepstakes Rules." The rules point at the page; the page points at the rules; neither carries an address.

We searched all seven published pages for a US postal address. The only ZIP code anywhere on the site belongs to the California Department of Consumer Affairs, printed in the terms as the consumer-rights notice that California Civil Code section 1789.3 requires. Storm publishes no US address of its own.

Read Storm's own wording and this is a deadline rather than a permanent hole: the line promises the address "before the sweepstakes opens." That is the fair test, and it is the one we will apply. The rulebook carrying the promise is dated August 29. Fifteen days later, with the draw already taking entries and a tracker dating the opening to today, the line has not changed. That is a narrower finding than the one we reported when SpinQuest published no sweepstakes rules or mail-in route at all. Storm has written the mechanism. It has not written the destination.

The contrast inside the same rulebook is the part worth keeping. Clause 25.8 gives players thirty days to decline the arbitration agreement, and for that it prints a full address: "3-102-969184 LIMITADA, Attn: Arbitration Opt-Out, San Rafael de Escazú, San José, Costa Rica, Calle La Ceiba, 400 meters south of Multiplaza, house 400". Clause 26.18 prints the same address again for legal notices. The clauses that protect the operator have somewhere to send the letter, twice. The clause that hands the player free entries does not. Thirty days is the standard opt-out window across this industry, it runs from when you first become subject to the terms rather than from opening day, and it does not reopen.

Which states does Storm.us block?

Both Storm documents define Excluded Territory identically, and the list runs to 11 states:

California, Connecticut, Idaho, Louisiana, Michigan, Montana, Nevada, New Jersey, New York, Tennessee and Washington.

Set that against the states where the dual-currency model has been outlawed by statute:

Maine and Oklahoma are fresh reads of the enacted text this morning. The other three rows rest on enrolled acts we read earlier and quoted at the time, and we say below which is which.

Maine is the clearest case. Section 1352 of the new chapter 38 of Title 8 reads: "A person that operates or promotes an online sweepstakes game or supports the operation or promotion of an online sweepstakes game commits a civil violation." The fine is "not less than $10,000 and not more than $100,000", and section 3 of the chapter makes the same conduct unlawful gambling under Title 17-A, section 954. Governor Mills approved it on April 6, 2026, and the governor's office recorded July 29, 2026 as the day that batch of laws took effect. That is seven weeks before the date on Storm's rulebook. Oklahoma is not an error yet. Enrolled SB 1589, which we pulled from the legislature this morning, amends 21 O.S. section 941 so that "representative of value includes any and all currency used as part of a dual-currency system of payment", and its section 2 reads "This act shall become effective November 1, 2026." That is 49 days away, and we have read the statute line by line.

Indiana we could not re-verify from the state's own server today: six attempts at the enrolled-act PDF all returned the General Assembly's web application shell rather than a document, and every Wayback capture of that URL is the same shell. Our reading of section 15 of the enrolled act on August 18 put IC 4-33-10-7 in force on July 1, 2026 with a $100,000 civil penalty the gaming commission may levy on an operator or individual, and we quoted the four-prong definition in full then. Treat the Indiana row as that earlier read, not a fresh one. Louisiana and Tennessee are also earlier reads: the two Louisiana act numbers come from the legislature's own bill records, and Tennessee's Public Chapter 1117 takes effect "upon becoming a law", which happened when Governor Lee signed it on May 22, 2026.

What happens if you buy Gold Coins from a blocked state?

Clause 3.2 of the terms answers that, and the answer is not a clean refund. Gold Coin purchases made from within an Excluded Territory "will be voided and refunded, minus an administrative fee of up to 10% of the total purchases made by the player", plus any charges the bank levies on the reversal. Clause 3.3 goes further: anyone using a VPN, proxy or false location data is in breach, "may be committing fraud and may be subject to criminal prosecution", the account is closed, coins are confiscated and "purchases will not be refunded".

Note which way that cuts for a Maine or Indiana player. Those states are not on the Excluded Territory list, so nothing in clause 3.2 voids or refunds anything there. The operator takes the money and keeps it.

What is the Storm.us redemption minimum?

The 45-day expiry is measured from your last login rather than from the date a coin was granted, so an account you keep opening stays alive. Should you sign up for Storm.us right now?

If you are in Maine or Indiana, the statutes above are the answer regardless of what any operator's list says, and the concrete step is not to open the account. Storm's block list will not stop you, its refund clause does not reach you, and the only address it gives you for a dispute is in Costa Rica.

If you are in Oklahoma, do the arithmetic before you build a balance. The ban starts on November 1, cash redemption takes 50 played-through Sweeps Coins, and Storm has published no opening date of its own. Coins you cannot play through and redeem before that date are coins you may not get out.

For everyone else, two things. The 30-day arbitration opt-out clock starts when you first agree to the terms, which for a pre-registration entry is today, not opening day. And the free-entry route is not usable until the operator fills in the address, so treat the mail-in line on that site as unavailable rather than available, and check the Sweeps Rules page again before writing a card.
