StormRush Restricted States: 14 Barred, Maine Not Listed

StormRush's terms bar 14 states outright and limit two more to Gold Coins, and neither Maine nor Maryland appears in either list. It is the only one of eleven casino-style sites serving that same terms document to leave both out: four of the eleven restrict Maine and Maryland, six restrict Maine alone. Maine's sweepstakes ban has been law since July.

We fetched all eleven terms documents on September 28, 2026 and compared section 3.4 line by line. The first half never varies. Every one of them bars access from Connecticut, Delaware, Idaho, Louisiana, Michigan, Montana, Nevada, New Jersey, New York, Rhode Island, Tennessee, Washington, West Virginia and Wyoming, in that order, and calls them the "Restricted Territories".

Then the document splits.

Which states does each site restrict?

The second sentence names states that may open the site but may only play in a non-redeemable mode. Every version of it includes California and Indiana, and three different versions are live right now.

The misspelling is in the operator's document, not ours. NoLimitCoins and Fortune Wheelz both print "Meryland", and both have done since at least August.

Ten of the eleven name Maine. Four name Maryland. StormRush names neither, and it is the only one of the eleven that does not.

Who runs these sites?

Two companies, both registered at 571 S Washington, Afton, Wyoming 83110. A1 Development LLC names itself as the counterparty in the terms served by StormRush, NoLimitCoins, Funrize, Fortune Wheelz and FunzCity. UTech Solutions LLC is the named counterparty in the other six: Playtana, Sweepico, SweepShark, JackpotRabbit, ScarletSands and Mr.Goodwin. Every one of the eleven documents is stamped "Version 2.0", with revision dates between February 27 and March 9, 2026. StormRush's reads 02.27.2026, the earliest stamp in the group, but that is not an explanation and not even a unique date. SweepShark, JackpotRabbit and Mr.Goodwin carry the same 02.27.2026 stamp, and all three name Maine. Whatever put Maine into ten of these documents and left it out of StormRush's, the revision date is not it.

Is Maine's sweepstakes ban actually in force?

Yes. Maine is not a pending bill. LD 2007, "An Act Regarding the Prohibition of Online Sweepstakes Games", was enacted and signed by the Governor on April 6, 2026 and became Public Law Chapter 645, per the Maine Legislature's own status page for the bill. Is there a Maryland sweepstakes ban?

No, and that makes Maryland the opposite case. No Maryland statute bans sweepstakes casinos. The state's regulator has twice ordered one operator group to stop, and a 2026 bill passed the House and died in the Senate. So the four sites that restrict Maryland are going further than Maryland law requires, and the seven that do not are not breaking a Maryland ban, because there isn't one.

What does this mean if you are in Maine or Maryland?

Treat each brand as its own counterparty and read that brand's own document. A sister site's state list is not a commitment on the site you are actually playing at, even when the two documents are 99% the same file.

One thing we cannot tell you, and it matters: a terms clause is not a geo-gate. What section 3.4 says a site will do and what its location check actually blocks are separate questions, and we have not tested StormRush's gate from a Maine or Maryland IP address. We are reporting the document.

Which of these sites publishes redemption rules?

Four of the eleven, and StormRush is not one of them.

On this platform the Official Rules are filed under a path named for something else, /page/play-through-policy/. On Playtana, Sweepico, SweepShark and Mr.Goodwin, four of the six UTech sites, that path serves roughly 25,000 characters of "SWEEPSTAKES OFFICIAL RULES" naming UTech Solutions LLC as sponsor, and it carries the numbers a player actually needs: "A minimum Prize value of US $25.00 is required for redemption", so "Participants must have a minimum balance of twenty-five (25) Sweeps Coins before they can request a Prize redemption", and one redemption request per account "in any five (5) day period".

On StormRush that same path is empty. So are its promotional games rules and alternative method of entry pages, which are the two its static page index does list; the play-through path is not in the index at all, and we requested it directly. NoLimitCoins, Funrize, Fortune Wheelz, JackpotRabbit and ScarletSands serve nothing at any of the three. FunzCity is the exception among the A1 brands, with the mail-in entry route we read in August. The terms are no substitute: on all eleven sites, the word "redeem" appears zero times. Note what the rulebook that does exist does not do. The UTech Official Rules name no states at all: Maine, Maryland and Indiana appear nowhere in them. The state question lives only in section 3.4, which is exactly where the eleven documents stop agreeing.

One more absence worth flagging. Oklahoma appears in none of the eleven lists, and Oklahoma's ban takes effect on November 1, 2026. That is the same pattern we found across operators that still list the state with the date approaching.
