Chumba Spins Oklahoma: Real-Money Horse Racing, Not Sweeps

By SweepsPatrol News Desk · Automated research pipeline, editor spot-audited · Last verified OCT 31, 2026

Chumba Spins is not a sweepstakes casino: its own help centre describes real-money horse race wagering run by Game Play Network, Inc., not VGW, and its "Where can I play" page lists three states: California, Delaware and Oklahoma.

Oklahoma's sweepstakes ban takes effect tomorrow, November 1. On October 30 VGW made Oklahoma Gold Coins only at Chumba Casino, a change we covered from the new terms. The same day, Deadspin reported that Chumba Casino had emailed Oklahoma players to say promotional play was being phased out in the state, and invited them to Chumba Spins with a 100% match on a first purchase. Deadspin also reported that Chumba Spins is in closed beta, with a waitlist for anyone without an invitation. We have not seen the email, and chumbaspins.com returned an error page when we tried it, so the email and the beta both rest on Deadspin alone.

What we could read is Chumba Spins' own help centre at support.chumbaspins.com. Its sitemap lists 37 articles, and they describe a very different product from the one Chumba Casino players know.

What is Chumba Spins?

It is real gambling with your own money. The help centre says so directly: "We're not a sweepstakes app. We're not fantasy sports betting. We're not a social casino. Chumba Spins is real gambling for real cash."

There are no Gold Coins and no Sweeps Coins. You fund a cash wallet and buy credits, and according to the help centre "Each credit represents a real wager placed on a live horse race happening somewhere in the world." The result of that race is then revealed through slot-style games: "while it may look like you're spinning a reel or flipping a card, what you're really seeing is your horse racing wager play out behind the scenes." Bets go into pari-mutuel pools, and the operator notes that "If your wager doesn't hit, you might get a $0 return."

Is Chumba Spins run by VGW?

Not according to its own terms. The Terms of Use on the help centre, marked "Last Updated: June 24, 2026", open with: "Game Play Network, Inc. ("GPN") operates an advance deposit wagering service that it makes available in certain states by way of: (i) the website located at https://chumbaspins.com ("Chumba Spins"), https://www.lonestar.bet ("LoneStar.bet"), and other authorized websites". VGW is not named anywhere in the 37 articles. LoneStar.bet is a second GPN site. We found nothing linking it to LoneStar Casino, the sweepstakes brand we review.

The two help centres also sit on different systems. The code of Chumba Casino's help pages points to a Salesforce domain at vgw.my.site.com. The code of Chumba Spins' help pages points to bspot.my.site.com instead, and b Spot is a name that appears in Game Play Network's own news feed. Chumba Casino's October 30 Terms and Conditions, version 28.0, do not mention Chumba Spins. VGW has not said publicly what its role is, or whether the Chumba name is licensed.

Game Play Network describes itself on its website as an advance deposit wagering operator that "has a master license in Oregon, which allows the company to operate in all states that allow online pari-mutuel wagering, but do not have their own licensing requirements." The California Horse Racing Board's list of advance deposit wagering providers includes "Game Play Network, Inc." at a Los Angeles address. That confirms its California approval from a regulator. We could not reach the Oregon Racing Commission's site to check the Oregon licence.

No Oklahoma official has said. SB 1589, the ban, defines "online casino games" as internet games that simulate a slot machine or other gambling "upon risking any representative of value". It makes it a Class C2 felony to conduct such games "for money, checks, credits, or any representatives of value". Its definition of "representative of value" names dual-currency coins, but it says "includes", so the list is not closed. The enrolled text names only two exceptions, the Oklahoma Charity Games Act and gaming on Indian lands, and does not mention horse racing or pari-mutuel wagering. Our read of the SB 1589 text covers the rest of it. Chumba Spins' help centre presents each game as a race wager with a game-style reveal, not a casino game, but it says nothing about SB 1589.

We found nothing from the Oklahoma Horse Racing Commission on this. The Commission's 2026 agendas and minutes that we could read as text do not mention Game Play Network, Horseplay or Chumba Spins. Its Rules of Racing (effective July 25, 2025) do not use the words "internet", "online" or "advance deposit". Several signed minutes on its site are scanned images we could not search.

The help centre also contradicts itself on reach. One article says Chumba Spins is "legal, licensed, and regulated in 18 U.S. states". The "Where can I play" article, last modified October 14, 2026, lists three: "CA | DE | OK". Two promotion articles are addressed to residents of 18 states between them, Oklahoma included. So the three-state list is the help centre's newest statement, not its only one.

What should an Oklahoma Chumba Casino player do?

  1. Deal with your Chumba Casino Sweeps Coins first. Nothing we read on either site says Chumba Casino balances move to Chumba Spins, and VGW's new terms set no cash-out window for Oklahoma. Request a redemption and keep the confirmation, using our guide to redeeming Sweeps Coins.
  2. Treat Chumba Spins as real-money betting. You deposit cash, and the stake can go to zero. Bonus credits carry "a 10x playthrough requirement before winnings can be withdrawn", and bank-transfer deposits "may be subject to a 72-hour hold".
  3. Read the dispute terms. GPN's Terms of Use send disputes to binding JAMS arbitration in Los Angeles after a 30-day informal negotiation period.
  4. Know the legal question is open. Our guide to whether sweepstakes casinos are legal covers the general rules; if an Oklahoma authority rules on this kind of product after November 1, we will report it.

For which sweepstakes brands have left the state, see our Oklahoma census of 33 casinos. VGW's operator profile covers the rest of its brands.

FAQ

Is Chumba Spins a sweepstakes casino?

No. Its help centre calls it "real gambling for real cash". Every credit is a pari-mutuel wager on a real horse race, and winnings go to a withdrawable cash wallet.

Who operates Chumba Spins?

Game Play Network, Inc., according to the Terms of Use on its help centre. VGW, which runs Chumba Casino, is not named, and has not explained its connection.

Can I move my Chumba Casino coins to Chumba Spins?

None of the documents we read says so. Treat them as separate accounts and redeem any Chumba Casino Sweeps Coins on their own terms.
